LSGD Engineering wing was formed on 01.01.2008. As a result of the decentralised planning and transfer of large volume of fund to the Local Self Government Institutions (LSGIs), the responsibilities and demand for infrastructure development of the Local Self Government Institutions have increased many fold in the last two decades. The main objective of LSGD Engineering Wing is to assist the Local Self Government Institutions namely Corporations, Municipalities and Panchayats in implementing various infrastructure related development works and regulate development through issuing of building permits. The Engineers of this department executes all types of Civil Engineering works like road works, building works, bridge works, irrigation works, water supply projects etc. The centrally sponsored rural road project namely Pradhan Mantri Grameena Sadak Yojana (PMGSY) is also executed by the LSGD Engineering Wing.

The annual allocation of funds to LSGIs has increased many fold and currently 75% of the fund is handled by LSGD Engineering wing. LSGD Engineering wing is the largest Engineering department in Kerala with 4185 technical staff with Chief Engineer heading the Department. There are 2 zonal offices and 2 Circle offices headed by Superintending Engineers. Each local body has its own Engineering Office.

There are 14 Division Offices in District Panchayats under an Executive Engineer, 152 Sub Division Offices in Block Panchayats under an Assistant Executive Engineer and 941 Section Offices in Grama Panchayats under an Assistant Engineer. In 6 Corporations, the head of the office is Superintending Engineer except that in the newly formed Kannur Corporation. In 87 Municipalities, depending up on the grade of the Municipality, Executive Engineer or Assistant Executive Engineer or Assistant Engineer holds the post of head of the office.
